Mireșu Mare Agricol Smart Cluster brings together public administration, universities and research, catalyst organisations, civil society and companies around smart agriculture in Maramureș.
Our cooperation model
Four sectors, one ecosystem
The cluster follows the Quadruple Helix model promoted by EU innovation policy, which brings together public administration, academia and research, business and civil society. The association's statute describes the same principle locally as the Four Clover model, whose fourth actor is catalyst and technology-transfer organisations. The wheel below combines the two: each member sits in its sector, and the fourth sector covers catalysts and civil society. The cluster was established on 4 March 2026 by Civil Ruling no. 2805/2026 of the Baia Mare Court of First Instance.

Who runs the cluster
General Assembly
The association's governing body, made up of all members. It meets at least once a year; founding members have two votes and associate members one.
Board of Directors
The executive governing body. Elected by the General Assembly for two years, it meets quarterly and carries out the Assembly's decisions.
President
Romeo Oița chairs the Board of Directors, leads the cluster's day-to-day work and represents the association externally.
Auditor
Elected by the General Assembly, the auditor checks the association's finances.

Public administration
Local public authorities bring the cluster's projects into the community and support public investment.
The cluster's host commune: 7 villages and 5,030 residents (2021 census), part of the Baia Mare Metropolitan Area. It holds the public buildings for the cluster's projects and acts as their institutional promoter.

The Maramureș County Branch of the Association of Communes of Romania brings together the county's communes; 38 of them use its shared internal public audit service. It runs courses in public budgeting and procurement, and the Comuniada contest for rural pupils. It connects the cluster with the county's rural administrations.

Founded in 1869, it has five faculties (Agriculture, Horticulture, Animal Science and Biotechnology, Veterinary Medicine, Food Science and Technology) and about 6,000 students. It brings applied agricultural research, teaching farms and field stations, technology validation and training to the cluster.
An advanced research university with more than 20,000 students and 88 accredited research structures, including artificial intelligence, big data, automation and IoT. Through its North University Centre in Baia Mare it works directly in Maramureș and supports the cluster's digital projects.
Catalyst organisations connect research, public administration and companies, while civil society brings in the local community and the people who use the solutions.
Founded in 1990, it is the county's representative business organisation. It offers professional training, trade fairs and exhibitions, commercial arbitration, certificates of origin and the annual ranking of Maramureș companies. It connects the cluster with the region's companies.
Supports education, research and entrepreneurship, and builds collaboration between universities, public administration, business and civil society. It runs the XGEN scientific conference, publishes a scientific journal, teaches coding and develops PARCAT, an AI-based system for monitoring public parking in Baia Mare.
A Romanian-Italian company that has provided satellite services and applications in Romania and neighbouring countries since 1998. Its shareholders are Telespazio, a Leonardo and Thales company (62%), and Radiocom, the Romanian state's national radiocommunications company (38%). Its clients include businesses, public institutions and space agencies such as the Romanian Space Agency, EUMETSAT and ESA. It brings satellite communications, satellite imagery and geoinformation to the cluster.
An IT company from Baia Mare that has built software platforms and artificial intelligence solutions since 2005. Its digital platforms are used by more than 100 institutions, and it runs research and development projects with national and EU funding. It brings cloud, data collection and analysis, and artificial intelligence skills to the cluster, for precision agriculture and traceability.

A Bucharest company specialising in consulting and design for public and private buildings, including permits and authorisations. In the cluster it coordinates the government and EU funding component: it identifies funding opportunities, prepares applications, coordinates project partnerships and provides reporting and implementation support.

Lemetal is a Romanian company in business since 1999 and today dedicated to distributing photovoltaic systems: panels, inverters, storage and charging stations, for installers, integrators and project developers. It manages green energy projects across the full cycle, from choosing the right solution to commissioning and long-term operation. In the cluster it integrates green energy into projects: equipment procurement, installation, maintenance and performance monitoring.

Membership status
A young cluster, open to new members
Today the cluster brings together 11 organisations: 7 founding members and 4 associated companies from all four sectors of the model, alongside one strategic partner. Membership is open to companies, farms, cooperatives, research institutes and public institutions. The Regional IoT and AI Data Centre project plans for 30 to 50 connected members in its first phase.
Milestones

The Baia Mare Court of First Instance approves the association's establishment by Civil Ruling no. 2805/2026 and orders its entry in the Register of Associations and Foundations.
Any person or organisation that accepts the statute and contributes to the cluster's purpose can become a member. Organisations submit a written membership application signed by their legal representative. The Board of Directors proposes new members, and the General Assembly grants associate membership, which carries a vote. The statute also provides for supporting members, who back the association's purpose, and honorary members, public figures who support the cluster's work.
